How can one convert a car from running on diesel to running on cooking oil?

I actually have performed various conversions. The biggest factor for complication and expense is which engine and fuel system you have, also how automated you want the system to be.

you dont convert the car, you actually convert the cooking oil to run a diesel engine, a few companies in the UK DO this for you. the cooking oil cannot be put in the tank without treatment first
Dont bother love run on red and if you dont drive a tranny or a taxi you wont get a pull.Cos if they find you running on anything they cant tax your car is going to be history anyway so take the easy route
