I just got my oil changed in my 90 lincoln town car. now a belt is smoking, it isnt oil what do i do?

its the belt to the left on the top. while running the heat in the car i smelled it then i pulled over and i seen smoke coming from under the hood, so i raised the hood when i got to the house an seen it was the belt. i thought it was oil wasted on it, but it isnt, the thing the belt rotates around isnt spinning its like it being pulled by the other belts.I just got my oil changed in my 90 lincoln town car. now a belt is smoking, it isnt oil what do i do?

its the pulley and the bearings burned out in it so you have to get the pulley replaced
which pulley is not turning ?
You need to replace the part that isn't turning. And for gods sake don't run the engine like that.
